How to find a Federal Register page cite

Beginning in 2001, the Medicare & Medicaid Guide started containing actual Federal Register page numbers in brackets. You can retrieve the actual page by targeting the Federal Register Issuances and entering the page number. This search works with Federal Register documents cited 66 FR and above. It will not work with Federal Register documents cited 65 FR and below.

For example, you need to retrieve 71 FR 54664.  Perform the following steps to get to the document:

For CD-ROM:

Check the box next to Federal Register Issuances.
  • Click the Search button and enter 71 FR 54664 in the Type words or phrases: field.
  • Choose Advanced option in the Select a search method field.
  • Click OK.
  • For IntelliConnect:

Check the box next to Federal Register Issuances.
  • Enter "71 FR 54664" in the Search field.
  • Click Go.
  • In another example, you need to retrieve 63 FR 58818. The Federal Register's official citation format is the Volume Number and the first page of the text. The Federal Register began in 1935, so the above cite is for the calendar year 1998. The above document cannot be retrieved because the official cite is 63 FR 58814 (which is the first page).  Following the steps above will only retrieve documents that make reference to 63 FR 58818 and not the page itself in this example.

    Issues will arise where you have received a cite and are unable to retrieve it. If you contact Customer Support, we may not know whether the cite is incorrect or whether we have or have not reproduced the document. The following options may be helpful in trying to find the document:

    For CD-ROM:

    1. Check the box next to Federal Register Issuances.
    2. Click the Search button and enter 63 FR 588! in the Type words or phrases: field
      or enter 63 w/2 58818 (this will retrieve all documents which have the cite within the text of the document).
    3. Choose Advanced option in the Select a search method field.
    4. Click OK.

For IntelliConnect:

  1. Check the box next to Federal Register Issuances.
  2. Enter "63 FR" w/1 588* in the Search field.  This tells the system to look for any documents with numbers that start with 588 and are within one word of the phrase "63 FR".
  3. Click Go and review the search results.

For Print:

  1. Review the Finding List in Volume 6.
  2. Review the extras that are sent with the Medicare and Medicaid Guide.

Review the retrieved documents and you will probably determine the name of the document and the cite to the first page of the FR document.  That cite should retrieve the text of the Federal Register.  Once it is retrieved perform a word search for the material you need.
