What are Library Forms and how can I tell which forms are Library forms using worksheet view?

Symptoms
Library forms have fields highlighted in blue that must be completed by typing directly on the Government form. There is no input worksheet for Library forms.

Resolution
- To see which forms are Library Forms, select the Government Forms View.
- Click on View - and toggle the Forms List selection. When you are displaying the Tree view, you will see the form number and name followed by (Library).
